New voting rule

nothing serious just a new rule involving how many votes there are: 1-4: no to very little chance of insert (0% - 10%) , 5-9: slight to small chance of insert (11% - 25%), 10-14: good to very likely chance of insert (50% - 80%) 15+: 100% of insert
